Support the Rust programming language and the Cargo package manager.

Do y’all have anything on the roadmap (or does it already exist!?) for scanning GH actions? Lots of these are JS packages anyway, but just not published to npm. And I’m not too keen on reading through dist/ folders manually. Would love support for this!

We currently have 122 top level packages with issues - and it's not reasonable to expect that we will review all 122+ packages (that collectively represent hundreds of issues) every time we make a change to our dependencies.  We need some way of only seeing issues based on a lockfile diff we provide, or we need the ability to review and clear specific package warnings in your interface.
